does it matter if ure system is NTSC or PAL all the servers r the same right?

No it doesn't matter at all. You can play with everyone around the world.
The good thing about this game is that the servers aren't split in continents..for an example:
Asia
Australia
Europe
North & South America
So yeah, it doesn't matter.

NTSC and PAL are just analog television encoding systems.
